It means the same Sefirah can be contemplated from two directions.

From above, Malchus is the word that makes worlds.

From below, Malchus is the world answering the Word.

From above, kingship decrees.

From below, kingship becomes presence.

From above, the mouth speaks.

From below, the mouth first hears.

From above, the throne receives the King.

From within, the kingdom itself becomes a throne.

The two movements are one circuit.

That is the new light.
